Home and Hospital Instruction (HHI) is a short-term instructional program designed to provide limited instruction to students who have a temporary disability.* By physician request and student need, a home teacher is assigned to work with a student who is recovering from a hospitalization or temporary disability of 4 weeks or more. Because of their medical situation, most students are not able to handle a full-time instructional schedule or attend school. HHI is not a track to graduation and the courses are not A-G approved. Students approved for the HHI program are limited to teacher instruction for a total of 5 hours/week by the arrangement of the teacher and the student's family. Students in HHI are removed from their school-assigned courses, and placed into one or two core subjects (usually English and Social Studies). HHI is typically arranged at the student's home, the hospital, or in a public venue. It is a requirement for the HHI program to be conducted in the presence of a family member or another adult.

*A temporary disability is considered to be any physical, mental, or emotional disability incurred while a student is attending regular classes or an alternative education program, after which the student can reasonably be expected to return to school. For students with IEPs, the temporary disability that makes them eligible for HHI cannot be the disability for which a student qualifies for Special Education services (EC Section 56026).

A student's treating physician can request HHI (via physician letter noting HHI as required/recommended) if the student's temporary disability will result in the student being hospitalized or out of school for a minimum of 4 weeks, but not exceeding 12 weeks. Note: a physician can request extending a student's placement on HHI - this may result in a review of the student's needs as the temporary disability may be longer term. The student's counselor, administrator, or the School Nurse can initiate the HHI referral. If the student has a 504 Plan, the school site must hold a 504 team meeting to consider placements through the 504 to best support the student's disability, which may include the HHI program.

A student with a temporary disability who is in a hospital or other residential health facility, excluding a state hospital, located outside of the school district in which the student’s parent or guardian resides, shall be deemed to have complied with the residency requirements for school attendance in the school district in which the hospital is located. (EC Section 48207)
